Our Approach
We look at how an organization actually operates.
Having the right documents is a starting point. VECTOR evaluates whether plans, systems, facilities, and people will work together when normal operations are disrupted.
An organization may have plans, policies, procedures, technology, and trained people. That does not mean they will operate effectively together during a disruption.
VECTOR evaluates the relationships between those components: what the organization depends on, where vulnerabilities exist, how a disruption would affect essential operations, and what practical improvements will strengthen preparedness and continuity.
Assessment methodology
The Resultant Framework
In mathematics, a resultant is the single vector produced when several forces act together. The framework applies that idea to organizational readiness: five domains are assessed individually, then together, because their combined effect is what an organization experiences in a disruption.
The Resultant Framework is VECTOR's developing internal methodology for organizing assessments. It is a structured, evidence-based process that produces client-specific findings. It is not an industry standard or certification, and it does not predict performance.
Domain 1
People
Who needs information, who is responsible for acting, and who would be unavailable.
Domain 2
Operations
Which functions must continue, and what each one depends on.
Domain 3
Facilities
Physical systems, utilities, access, and hazards that affect operations.
Domain 4
Leadership
Who decides, with what information, and how decisions are communicated.
Domain 5
Response
How the organization and outside responders operate together when something goes wrong.
Six stages
Understand. Examine. Analyze. Validate. Strengthen. Maintain.
Understand
Identify the organization's essential functions, operating context, critical stakeholders, and the concerns that prompted the work.
Leadership session · scope · essential functions
Examine
Review existing plans and documentation, walk the facilities, and observe the processes and dependencies essential functions rely on.
Document review · site walkthroughs
Analyze
Evaluate vulnerabilities, disruption consequences, existing preparedness measures, and operational risks across the five domains.
Dependency mapping · consequence analysis
Validate
Test assumptions and plans through structured interviews, field observation, stakeholder discussion, and appropriately scoped exercises.
Interviews · tabletop exercises
Strengthen
Deliver prioritized, actionable recommendations, planning improvements, and an implementation strategy with clear ownership.
Findings · roadmap · plan development
Maintain
Support periodic review, exercises, data verification, and continuing improvement as the organization changes.
Readiness Assurance
How the work is done
Practical, evidence-based, and built to be used.
Fieldwork
We go and look
Walkthroughs, interviews, and observation of how work is actually done. Documents describe intent. The site shows current conditions.
Evidence
Findings are traceable
Every finding is tied to what was observed, said, or documented. Structured analytic methods help test assumptions and reduce bias in judgment.
Action
Recommendations are usable
Each recommendation is prioritized by consequence and effort, assigned an owner, and written so it can be implemented.
